District Attorney Jason Williams Announces Accessory After the Fact to First Degree Murder Indictment of Shanyka Phillips for October 2023 America Street Arson Incident

New Orleans, LA — March 14, 2024 – Today, the Orleans Parish District Attorney’s Office announced a significant development in the tragic arson incident in the 4900 block of America Street that claimed the lives of three young children.

Following a comprehensive presentation of facts by OPDA Homicide Unit ADA Denisse Parrales, the Orleans Parish Grand Jury returned indictments against Shanyka Phillips for Accessory after the Fact to 1st Degree Murder and Accessory after the Fact Aggravated Arson. These charges stem from Phillips’ acts to aid and assist Joseph Washington’s evasion of law enforcement in the wake of burning down a home he knew to be occupied by children.

Promptly after the indictment was handed down in Criminal District Court, members of the New Orleans Police Department (NOPD) executed an arrest at Phillips’ residence. She is currently in custody awaiting arraignment on these grave charges.

Following the incident, Phillips is alleged to have provided assistance to the perpetrator, aiding in his escape and obstructing the lawful investigation into the heinous crime.

This indictment marks the second brought by the DA’s office in connection with the tragic deaths of 8-year-old Joseph Washington, 5-year-old Jayla Washington, and 3-year-old Avery Washington. Joseph Washington was previously indicted on March 7th for three counts of First Degree Murder and Obstruction of Justice.

“Our job, as society as a whole, is to protect our children. It would be a dereliction of our duty if we do not hold all individuals accountable for their participation in this heinous crime.’ The indictment of Mr. Washington and Ms. Phillips could not have occurred without the hard work of NOPD, NOFD, and the Fire Marshal,” said ADA Denisse Parrales.

Chief Matthew Derbes, leading the charge with the Homicide Unit, has spearheaded a rigorous pursuit of justice, resulting in a series of high-profile indictments that removed ruthless criminals from our streets. This relentless effort underscores the commitment of the OPDA to hold accountable those who perpetrate violent and dangerous acts within our city.

“This is yet another reminder,” stated District Attorney Williams, “that aiding or assisting criminals before, during, or after heinous crimes will result in full prosecution to the highest extent under the law.”
