New Orleans, LA — Monday, August 3, 2026 — The Orleans Parish District Attorney’s Office announced the conviction and sentencing of Dominic Frazier for six counts of second-degree rape, two counts of second-degree kidnapping, three counts of domestic abuse battery with strangulation, and one count of domestic abuse aggravated assault against two domestic partners. Following proceedings in Section A of Orleans Parish Criminal District Court, the defendant was sentenced to 35 years at hard labor, ensuring accountability for serious and violent offenses.
District Attorney Jason Williams reflected on the words of President Jimmy Carter, who once said, “The abuse of women and girls is the most pervasive and unaddressed human rights violation on earth.” Williams added, “Those words remain as true today as when they were spoken.”
Williams continued, “I am proud of the work our SAKI team has done in this case and of their unwavering commitment to making New Orleans a safer place for women and children. Every sexual assault survivor deserves to know that these crimes will be investigated thoroughly, prosecuted vigorously, and treated with the seriousness they demand. I also want to thank the NOPD detectives and sexual assault nurse examiners who were with us every day leading up to this moment.”
Judge Simone Levine acknowledged the survivors and a witness after their statements. She told them, “I want the survivors to know this courtroom has heard them. They are walking out of here victorious and as survivors. I hope it takes less courage to walk out of here and move on with your lives.”
In March 2022, the defendant held his domestic partner captive in their house, where she was sexually assaulted, beaten, threatened, and strangled repeatedly. In March 2023, he committed the same acts against a second domestic partner in their house. Coordinated investigative efforts and expert witness testimony from medical professionals and a domestic violence expert proved critical in advancing the case toward indictment and conviction.
While the case was proceeding to trial, a third survivor came forward and disclosed the abuse she experienced while married to the defendant. She endured the same acts as the other survivors.
During sentencing, Assistant District Attorney Meghan Falcon, SAKI Unit Chief Mary Glass, and District Attorney Jason Williams presented victim impact statements on behalf of the survivors and a family member, detailing the profound and lasting impact of the defendant’s actions. Victim Witness Advocate Elizabeth Herron remained alongside the victims and their families, ensuring they were supported and informed at every stage.
A family member of one of the survivors stated, “I am here today to support the two women affected here today. I know they will walk out of this courtroom with their heads held high.”
The March 2022 survivor stated, “I came to speak to you all not as a victim but as a survivor. I have chronic neck pain and scars on my body as a constant reminder of what he did to me. I know that after today none of these tears will be for him.”
The March 2023 survivor stated, “What I experienced is something that no human should ever have to experience. After today, I will go celebrate that I can walk out of here alive and well.”
SAKI Unit Chief Mary Glass stated, “This case is a reminder that sexual assault is rarely an isolated event. It started out with one survivor. Through tenacity and hard work, NOPD and SAKI uncovered other victims. This was a true team effort.”
Assistant District Attorney Meghan Falcon added, “Domestic violence and sexual assault a lot of times go hand in hand and are not talked about enough. These are the hardest cases because we should be able to trust the person we love. I hope the three victims felt heard and seen throughout the entirety of this process. These women are survivors.”
